William Lucy, a Memphis native, serves as international secretary-treasurer for the 1.4 million-member American Federation of State, County and Municipal Employees. Lucy was two years into his role as AFSCME’s associate director of the union’s legislation and community affairs divisions when the 1968 Memphis sanitation strike plunged him headlong into one of the most consequential labor battles of the 20th century.
